Rimuru doesn't close the gap between him and Veldora by much even towards the end, as I understand it. But he is still vastly more knowledgeable and skillful than Veldora thanks to Ciel so it ends up with Rimuru being the superior. But at this time Veldora is definitely the stronger. Rimuru is still getting used to being a low level demon lord. So to use western terminology Veldora is the god and Rimuru is one of his angels. But not just any old angel, he is one of those trusted to directly speak for the god. Rimuru is basically Metatron in their eyes. So high up he might as well be a god as well.

The difference is because Rimuru and Veldora are very casual with each other. Rimuru is pretty casual with his inferiors anyway so that doesn't give them a read on the situation. Then Treyni shows up and gives proper deference to Veldora they suddenly snap out of the shock they were in at the realization their divine king is on first name basis with their guardian god. As extraordinary as Rimuru is seen as they probably never dreamed of being this close to celebrity like this. It is just so absurd that they can't place how they should react until Treyni leads the way.

Basically the dragons at the beginning of time like the primordial demons are the demons since the beginning of time. Two things from Veldora. First and most obvious: I believe he meant to say Sworn Friend and not sword friend, so a simple mistranslation there. Second and less obvious: The way Veldora told Treyni to keep looking out for Rimiru makes it sound like he had told her to do so before. Were they in contact even after he got sealed away? And if so it would explain Treyni's confidence in Rimiru being able to take out the orc lord when she asked him in the first place.
