Nippon guaranteed that they will invest for upgrade and expansion of the current US steel. After the rejection, there is no other buyer that will buy US steel as a whole company. Cleveland cliff was the other alternative but it is not sure if they will buy the whole US steel or just a small part of it. If the later options happens there will be a lay off for US steel and some of it might downsize

If Elon Musk were to buy the company, the union members who were critical of the deal would be the first to be fired. Nippon Steel Corporation would have guaranteed their jobs as well.
