In terms of a pirate empire I would say the Big Mom pirates are the best depiction of it since they actualy feel and look like an empire while the rest of the yonkos are more just really big crews with a lot of smoller crews working for them that don't feel like they would last for very long after there emperor passed away Also sweet commanders are underrated in terms of power

whole cake island is one of my favorite arcs man. It’s such a beautiful arc and the emotion is wonderful and so is the world building. Plus Big Mom is the absolute definition of what a yonko is. A powerhouse with so much territory and men that she truly is an EMPEROR of something. The others are extremely powerful, yeah, but they don’t define being a yonko in the same way that Big Mom does

Its worth noting that although living in Totto Land seems like a bad idea; It's actually less dangerous than many other locations with how common of an occurrence pirate attacks are. Not just raids either, there have been many instances of pirate attacks destroying entire kingdoms, such as Nami's. Plus the protectorates of Totto Land are actually based in the islands. So if anything happens, they are right there.
