That's a 1 amp charger so a 3-4 hour charge translates to a maximum of 3000 to 4000mAh, about half the 6400mAh you think the battery pack is rated at. Still, if you have a 4 cell battery pack, it implies each (probably 18650) cell has a capacity of around 1600mAh, which seems credible since they will be inexpensive cells. As for the 5000 lumens claim - realistically I would probably halve that.

I've had these lights for a few years now on my Brompton, mounted just above the mudguard. Only ever use them pointing towards the ground, they are blindingly bright. Holding the button in for a few seconds makes them flash.
