They probably exist with the rationale that they won’t get caught. I guess that’s what they find exhilarating about it, as it’s some sort of taboo that gives them the thrill. Some people are also opportunists, so that could be another explanation. Usually when people do things like secretly kidnap, murder, cheat, steal or whatever, they don't think of the consequences, because they don't think they'll get caught. Thats why a lot of the time, increasing punishment in the justice system doesn't really affect peoples behavior much.
