@@User_32 The current police state began way before that. Personally, he's one of my very favorite presidents--certainly within my lifetime. Historically ranking anyone is very difficult of course but I believe he's consistently placed within the top fifteen greatest presidents by politically independent scholarly surveys. I was reading responses to a Quara question about what President Clinton was really like in person. Some of the people were individuals who'd met him briefly (e.g., for an autograph, a photo...etc.) but also included those who worked for him or with him in some capacity. Without exception they commented on how genuinely warm and gracious and intelligent this man is. I've heard so many people over the years accuse Clinton of putting on an "act" for his own purposes and that makes me a little angry for him since I'm convinced he's one of the few truly decent public leaders we've had in modern times.

I think he was a decent President and an intelligent man, but he was also a very dishonest person with serious character flaws. The other thing about Clinton is that America was on easy mode when he was President: The Cold War was over and the economy was improving thanks to new technology (especially the internet) and relative global stability. He wasn't a great President, but certainly a reasonably good one.
