TECHNICLY, you could hear the sirens going "the other way". if it was driving towards you at a steady speed, and then suddenly started accelerating, the pitch would rise as it continues to accelerate...until it drives past you and then it would of course drop.

It is, or was when I was going through school. Spanish was a close second, and German would have been popular when I was younger, but by the time I left school Japanese and Mandarin/Cantonese were becoming more popular and widely taught. It's standard to learn 1 foreign language up to GCSE level (16y/o).
