Okay I need someone to explain this to me, I thought the bill was introduced to legislation on Thursday, July 30, and today they said that they introduced the bill to congress. I thought Congress and legislation are the same, am I wrong? I really want to understand.

Introducing the bill on the House floor. It needs to be voted on by the House in order to pass. Then the President needs to sign it. That's how legislation works.
