As written in EN 17412-1 (Level of information need standard, in the context of ISO 19650) as part of the prerequisites (before you actually specify the requirements): state the who (actor), what (object in breakdown structure), when (milestone) and why (purpose). And as you said: when you know the purpose, it is more straightforward to select appropriate use cases which fit this purpose.

If only people would take the time to read that standard. At a recent conference I presented at (150 people in attendance) I asked who had read the standard. 4 people in total in the room had read it. And this is a room for of industry experts. It is things like this that have driven me to start this rant series.
