That's basically the whole dynamic between Batman & Joker. Batman beats up the Joker and throws him in Arkham Asylum only for him to escape again, the cycle repeats itself. But if the Joker ever step foot in Kahndaq, Black Adam would put him in the ground permanently 💪

Most of them should've accumulated several life sentences by now, and Batman could build individual Prison Cells for all of them that are outbreak proof. But he doesn't even do that. And before people come at me again saying bs like "Batman doesn't want to interfere with the Justice System!" Bro he already does through his mere existence! And he even could sell it as Bruce Wayne, saying WayneTech developed something to keep the Thugs from breaking out so the City can be safe again. But he doesn't do it, because that way he wouldn't be able to dress as a Bat anymore.
