Aahh so the video was shot in Valencia; that he was in Spain there was no doubt; from some frames of the clip I thought they were in Ibiza because of the semi-torn poster that appeared for a few seconds behind them claiming a Depeche Mode live show in the historic Pacha club

The ladies in this video are quite special and it’s amazing Blancmange got them in the video. At this festival (Valencia Fallas), 12 ladies are selected across the entire city festival and are awarded Court of Honor of the Fallera Mayor of Valencia. The riff sounds a bit like Manic Monday. This came out in '84 and Price Wrote Manic Monday in '84 but it wasn't widely known until the Bangles covered it in '86 so there's no possibility of one influencing the other, so probably one of those happy accidents of life...great minds think alike!
