Blanka in Street Fighter Alpha 3 has the Tropical Hazard super move where coconuts fall to the ground, then you dive down to hit your opponent. When the super is over, the coconuts are still on the ground and you can then hit/kick them to knock them at your opponent. It is a byproduct the super move though. There's also Marvel Vs. Capcom 2. Amingo, Jill Valentine, Servbot, Blackheart, Strider, Ruby Heart, Captain Commando all have something like that that they can do.

It's a joke about how certain characters throw out objects, usually sentient, that moves forward and 'plays the game for you' hence the joke being "go my child and hold down the neutral." It's also accompanied by GREAT microsoft paint artwork depicting whats going on! Hope this helps!

In this video specifically its a joke about how a character in a fighting game can just throw another object (usually something that's alive like the frog in blazblue, the minions in guilty gear, or in this video the Blanka chan dolls) and it "plays the game" for the character. Obviously the object can't play the game for you but the joke is, is that the move is so good that it can.
