I think it’s a misconception about Mayuris fighting ability, he’s still a captain, he can fight just as well as the others, but his intention was to never kill Hitsugaya, but to immobilize him and take control of him. well honestly byakuya was lucky in this case, he lost control over his sword (so no shikai, bankai and not even sealed form at his disposal) and the only reason he wasn't subdued by his schrift are his clothes made by Senjumaru.
