It's not a dumb question. :) But to give you an answer: The tribal village he found made him discover the Voidsingers, which in turn gave him Pingala. Whenever you meet your *first* Secret Society, you get one secretary (forgot the actual name 😂)

Now that you mention it. What I said does not make sense 😂 I had to rewatch. If you look closely you can see he has a governor charge from turn 1 because you can discover the Hermetic Order by discovering natural wonders. Mystery solved.
