Assuming you mean the sample in the video, it could be made on a Bridgeport from 2 x 2 square stock. The lengthe would be cut to 4.00, then the head of the machine would be "cocked" to 18.435 degrees (Cotangent of 1/3). with the stock in a vice and the "ramp" would be milled until the 1.000" vertical dimension was achieved. In this same set up the 2 holes would be drilled. The part would be flipped over and a Ø1.25"counterbore tool with a .06" Rad corner would be used to c'bore the back side.

what conventional machine would you use to manufacture it?
