It's literally a song about someone justifying genocide/eugenics. It talks about how life is cruel and unpredictable, how that is a sad truth that you must accept, how you must be strong to fight against this, and then slips in that sinister analogy that you have to pluck all wilted flowers to get beautiful wreath. It reflects what's going on in the show where they run a school where everyone is in constant competition to get the most powerful people to the top and cull the weak ones.

This song always sounded to me more like Ragyo taunting Satsuki. The lines "For the first time in forever you're alive, don't you forget that," "Cruel and wicked life, how it hurts you deep inside; Cold and vicious life, how you wish to make it right," "Will you stand and fight, for the war has just begun, and there's nowhere left to run," all give it that kind of cruel, sarcastic connotation to me. All the imagery about planting gardens, wilting flowers, wiping away tears... yeah. That's super creepy and horrible coming from Ragyo. Telling Satsuki that she's got the power in her hands, well, I guess even evil rapist moms want to encourage their kids.
