Boardwalk Empire its a mix of Fact and fiction. The real Torrrio retired from the chicago outfit after a he survived a murder attempt. He realized the younger gangsters were more violent and leave it all to Capone who capitalize it on this an won the war agaisnt the north side gang. Later in life Torrio, a highly respected figure in the underworld, advised the young turks in the formation of the comission, just like it does here to Lansky and Luciano. So, since this is a fact, its obvious the Fictionalized Torrio will side with Luciano and Lansky agaisnt the fictional character Nucky Thompson
