Eyeshadow on wet concealer helps with pigmentation. Eyeshadow on top of powder helps with blending (...and reducing smudging). All just depends on skin type and what kind of look you're going for!

​@themmadhatter I always use an eyeshadow primer and a creamy base colour to really pack my eyeshadow on, and then I apply a nude powder eyeshadow where I'm going to blend later. I also always do my eyes before my foundation. That way, I can easily fix any fallout! But I always pack my colours on instead of "dusting" them on, because I love a good colour payoff, not to mention that I use dark colours about 98% of the time.
