I can only think of one auditing video I've ever seen where the 911 callers were even *reprimanded* for making a false report, and it's because they called repeatedly and kept suggesting there was a weapon involved, when it was really obvious they knew this to be false and were just trying to make the police panic so they'd show up for a call they knew was illegitimate. In reality, this should be one of the most easily prosecuted crimes because of how well-documented the claims are and how easy it is to prove they're false. (I'd class this one as slightly harder than usual to prove because it's arguable that the mini-golf guy misread the sign, but it's still a false report.)

Remember, in order for a QI motion to be denied there must be court precedent involving the exact same set of circumstances where an officer was denied QI for the same exact thing. Permits for protesting are un Constitutional. The Supreme Court itself said that streets and sidewalks are traditional public forums. Having to apply to government for a permit in order to engage in free speech is against the spirit of the First Amendment. But they get away with the same stuff by forcing you to have to pay them thousands of dollars to own automatic weapons, or even (a much smaller fee, though still a fee) a concealed carry permit.

Reed v Town of Gilbert was not about panhandling. SCOTUS has not official taken a panhandling case. The case you're referring to was about signage. Not panhandling. I’ve seen cops be extremely violent - these guys were polite and kind, and doing what they thought was right. They were wrong, but not mean, hateful or spiteful. If they had been, the dollar value of the case goes up dramatically…..
