How much do you rate Pakistani scissors out of 10 according to prices. Also give some suggestions to increase the quality.

Right now I can buy a much better quality shear from China for less money than I can get Pakistani shears. Also, when there is a well made Pakistan made shear it is usually not marked made in Pakistan so we can't tell when a good Pakistan shear is produced.
