This guy was flying back to his home country East Timor, flights typically transit over Dubai. East Timor uses USD and there's hardly any card or credit card machines, every body uses cash, it's a third world country. I know this because I recognise the language and I am from that country. He has been working hard and saved that money to go back to support his family. But somehow these officers didn't question these basic questions and even thought of seizing his money. Yes he was wrong for not admitting the correct amount but they used their authorities to scare and surround him like a bunch of bullies instead of using constructive questioning and respect.
