Part of Sil's job is handling complaints. He's like a HR director for a corporation . Sil has the authority to tell Tony he's being an idiot. The captains don't. So they go through Sil. I always found it fascinating how the "mob milieu" plots like this are almost happening in the background.... maybe I'm just slow, but it took me several rewatches to actually fully pickup with these smaller plot threads involving Tony's mob dealings. The multi-layered storytelling in this show is in a league of its own.
