No he is not, i’m a little biased because onoki is my favorite character. But his reason for making those artificial humans was because his grandson died trying to fight off a thief, so that made him realize that the new generation of ninja were weak. Therefore he wanted Mitsuki so he could find out how to make artificial humans to fight in place of real humans. But it backfired when the artificial humans stopped listening to them because they had found their own will. So although he was a villain in the arc, he was striving to be a hero. I like onoki and Tsunade because their characters are real, and not fake characters like itachi and minato who are perfect and have no flaws. Like Gaara said during the summit, he told onoki when did he forsake himself which led him to change and not be hypocritical of the next generation and to trust them with the shinobi world. He clearly changed again after Kozuchi’s death, but came to realized he could entrust the next generations with the shinobi world when he met boruto. He’s an overall great character.
