Try this. I had that issue. With it on, pull your safety stop key out. Replace it back. It then worked. Nothing i did other than that affected it. I was getting really frustrated when I discovered this. I tried reboot, on/off. New workouts, whatever. Then, pulled the emergency stop, reset it. Worked. Inclined up and down again. Hope this works for you 🙏
