Ive worked operations for some casinos in the states. Title 31 is in place to help stop laundering. its up to the floor staff to notice people acting weird, like wearing shirts that say they are laundering money or look like a cartoon criminal shoveling money in hand over fist. That gets reported to a Title 31 officer who then promptly throws the report in the trash. I worked one small casino on a highly traveled interstate corridor and daily would watch russian men come in with wads of 100s, and do this exact thing. Put in about 2-3k, spin once, cash out. The establishment had a kiosk that would cash out tickets with no identification and they were free to go. After some time, the Russians changed to Asians and we learned that control of the territory had changed hands via whatever they do.

I’m pretty sure they blurred every single person who didn’t agree to be filmed. I guess maybe the casino could try to sue but that probably bring more attention to themselves and they didn’t break any law in the first place. I worked briefly as a blackjack dealer a decade ago while at uni. They made a big deal about how we would have to record the details of anyone that changed more than $10k to comply with “Anti money laundering and terrorism” laws, but if you did $9.5k at one table and then another and another, you could easily save your chips and then eventually cash them all at once to I get a nice fat traceable squeaky clean tax free cheque. It was a completely open part of “the business”.

How does the club make money from this? If someone gives you $9500 in cash and you give them a clean $9500 cheque, the club has lost money because it costs money to write a cheque. I give you 500 bucks a week you put it in the machine gamble like 25, 30 bucks take the money out and you keep 50 plus whatever you win. they get 400 or so clean dollars and the old drunks get an offer they cant refuse. I have no doubt that this is the reason Jordies house was firebombed. Just think of the amount of criminal activity going on within a system like this, and what it would cost them if it were to be fixed. For most money laundering you lose some money in order to make it legit, so imagine losing this method and having to revert to older methods that cost ~30% of the value for laundering. Here theres little to no loss when laundering.

I remember when I got my RSA and RSG license (responsible serving of alcohol and gambling) back when I was living in Queensland. You know as a European I found the overly dramatic training material for serving alcohol somewhat unnecessary, but I could still kinda understand where they're coming from. Now the gambling license, damn that really made my jaw drop. It essentially was just a half hour advertisement on how good gambling is for the economy. On top of that counter intuitively it told you to instead of trying to help people who have an obvious gambling addiction that negatively affects their life, you not only should, but MUST leave them alone.

I've always understood clean money as income that doesnt raise suspicions or has taxes paid on it, not literally different bills. But hearing that gambling winnings arent taxable in AUS and that there isnt a way to track if it was actually won playing or just put in the machine I get it now. Wow that's ridiculous, no wonder most money laundering services on the DarkNet are based in AUS.

I've been out of the industry for almost 10 years now (I was a dealer at the Star, then worked at Rooty Hill RSL), so things may have changed. From what I remember though, is that if there was some suspicious activity, we didn't actually stop the individual from conducting their activities (it helps them build the case). What we did is to report it to our superiors, who then let AUSTRAC know. Since they have your personal details (especially when writing out cheques), they give that information with the footage to AUSTRAC, who should then monitor you Whatever management actually do after you let them know what's happening may be a different story. FYI; the annual AML/CTF training was a paid bludge

I've also worked with liverpool residents when * insert certain rich pub dudes name * they tried to put a pub + extremely large pokies amount not even 100m from a primary school. What's even scarier is that we won against them twice for the first times in a VERY long time. (Thats not even counting the amount of threats they gave us, from cars following us for days, weird problems with our cars, scary guys at meetings, etc)
