at 9:09 in this video it is clear that runners are inside the cone. Having been an official in many XC and Track meets at both HS and College levels, those inside those cones would be DQ'ed...unless they were told in advance that they could run in this space. A solid line and/or a physical barrier (like a pennant line like other places on the course) would have been preferrable.

@@scottlaplantelaplante990 It’s a two lap race so the cones are likely for lap #2 as that area would have been a pretty bad choke point that early on the first lap when hundreds of runners are still bunched up. Definitely believe they were told that was allowed as 1/3 the field ran inside the cones there.
