It didnt show how weak the lizardmen was. He was just underestimating gobta and got knocked out by a surprise attack. It doesnt really show if he was weaker. He wasnt afraid of the direwolf so it means that he was pretty confident in his abilities.

I think when Rimuru give name to the monsters Most of all like they evolved to higher race class when they maxed out the level of their current class But Gobuta's case it like he keep current class and not evolved but break the class level limit

In the WN it gets explained quite a bit more in depth. In a nutshell: the appearance after the evolution has a lot to do with the desires and wishes of both, the named one and the naming one. In Gobuta's case I assume both had none :D
