So long as the USA remains the most important trading partner of most of the countries, importance of US Dollar cannot be diminished as other countries need US Dollar or Gold to pay for their imports from the USA. The importance of Dollar can be reduced when other countries reduce their imports from the USA, and refuse to accept US Dollar as payments for their exports. If Russia accepts payments in local currencies importance of Dollar will be reduced.
