Briggs & Stratton 16hp Timing 1/4

Boys and Girls this called value over lap which takes place at the end of the power stroke. Which is 360 degrees off of the power stroke. When intake value opens after the exhaust value closes, value over lap now the piston goes down intake value keeps opening taking air and fuel in and when the piston starts coming back up both values are closed this is the compression stroke so lets just say timing is 5 degrees before top dead centre or .005 inch before top centre the points open and Maggie lets out a spark. Down goes the piston (power stroke) and on its way back up the exhaust value opens (exhaust stroke) till the piston reaches top dead centre were value over lap helps to draw in fuel and air because burnt fuel is leaving in a hurry pulling some fresh air and fuel with it and starting the intake stroke. Keep your dick in a vise and your legs crossed boys and girls keep focussed when working on engines

The timing is perfectly fine. Try spraying some gas in the cylinder manually. If that doesn't work, you probably have weak spark

And the spark happens on the compression stroke before top dead center after the intake stroke where the valve is open

First two digits of code is 74 as in manufacture in 1974

You had the exhaust valve and the intake valve backwards. The exhaust valve is on the muffler side of engine.
