Omg, that first accident was so awful! It really stresses me out when cops are working alone. I think they should always have partners. In America, a cop can put someone in handcuffs while they are investigating. They usually tell the person that they’re not under arrest, but are being detained. It just helps to keep them safe while they do their investigation.

Also keep in mind that first guy admitted he was driving but didn't have a license (not clear if just didn't have it on him or was driving illegally), in addition to the broken windshield which is why he was stopped. Def reason to detain for investigation.

My Husband was a Undercover Narcotics Officer...Oh the Stories. But he felt his job was 100 % safer than Patrol Officers, because they knew what they were up against, ready to make drug busts. Patrol Officers have No idea what they are walking up to, when pulling over a vehicle....That's scary, had a friend shot just on a routine traffic stop.

I used to stop cars by myself at all hours of the day and night. I can recall pulling over a vehicle occupied by 4 gang members (you can tell from their tattoos) at about 2:00am in the morning. I had two subjects out of the car before any backup units arrived. There's always an element of fear but you put it into the back of your mind so that you can remain calm and think lucidly enough to put all of your survival training and tactics into practice. Sometimes, a police officer can place someone in protective custody (i.e., place cuffs on him/her) even though the subject is not technically under arrest. It is for the officer's personal safety when dealing with multiple individuals while alone. This also depends upon state and Attorney General guidelines which may vary from state to state. Notice how the officer walks backward, never turning his back on the other subject in the car. Also, approaching on the passenger side is another tactic. BTW, you can be officially placed under arrest for a "Moving Violation", not to be confused with an "Equipment violation". However, most times the police just issue a summons (ticket). Wow, that pedestrian hit! I've seen stuff like that happen before, when people are paying more attention to what the cops are doing (rubber-necking) rather than watching the road in front of them. That gurgling/snoring sounds indicates that he is in really bad shape (most likely internal injuries and possible subdural hematoma). That was a significant hit! He's clearly in shock. Maintaining the airway is the biggest concern right now until EMTs or Paramedics arrive. Until then, this takes priority and the traffic stop has to wait. That officer is going to be there for quite awhile. He'll now be the primary investigator for the MVA (motor vehicle accident). Yup, stuff like this happens all the time. Welcome to the world of the police officer. I was also certified as an EMT for occasions like this. Typical wife caught cheating, points the finger at the husband for (accidentally) finding out. Yeah, I stopped watching COPS decades ago. It elicits years of pent up stress in me. I'm only in at 6:31 but I'm gonna terminate this now. I lived these events for over 25 years. ;-) Peace

Thank you for doing what you did I bet it was hard. I for one have known ex officers and current ones and they say that there best part is when they get home. Not for the fact of there home but because the fact they made it home. That has always killed me to hear that. Like not the fact there kicking there shoes off and chilling but the fact they get to do it. I will always joke around with a cop when I get pulled over bc to just hopefully brighten there day. Or the occasional I know where a cop is and will do something to get pulled over specially at work so I can give them dinner or lunch depending the time. ( I’m a delivery driver) this was a bad thing kinda bc I get pulled over a lot by them for them to pick on me. Few weeks ago I got pulled over and told to wait in the car then 4 other cop cars showed up and I was like serious wtf these people are gonna be pissed there foods gonna be cold im gonna get yelled at. I get pulled from my car. The sheriff comes over goes oh what’s in the bag? Takes it and goes oh I will be taking this and grabs the food. Looks at me and goes it’s about time you delivered our food. Oh I was pissed but I turn around to the rest of the officers to say have a good night to then have an officer show me his phone showing that he donated 2000 to my walk I’m doing to help with suicide prevention. I freaking almost had a hard attack. But it was amazing to know my little chats with them and them even coming into work and getting food has helped them and me and is gonna help so many others. It honestly caused me to want to help more people out and starting next year I’m going back to collage to be a behavioral therapist. I need to do my part in making this world right like they do

"Where's the ambulance?!" ... Dude, it's been less than two minutes seconds since the cop called it in. Unless the station is a block away it's going to be a while. I've been in the healthcare industry for 25 years and, in some parts of America, it could be 20 minutes (or more) before help arrives. That was less than three minutes which is actually incredibly fast.

I work for a rural county in west Texas. We have a big recreational lake in the southeast part of our county. It’s a minimum 30 minute response time to get an ambulance to the boat ramp and up to an hour to get to the camp grounds on the east side of the lake. If it’s a bad enough call we usually call an air service for patients if the weather allows them to fly.

I've called 911 for medical emergencies several times. It always seems like it takes forever when you're waiting for help in a critical situation. A couple of minutes can feel like hours.

Where I live not all ambulances come from the station. They park at different sites around the county to reduce wait time especially since we have a lot of draw bridges.

There are parts of America, where it could be hours before rescue services can arrive. Sometimes airlifts are the only option. The clip with Tony. It looked like it may be one of the midwestern states, just outside of a suburban area. So that’s actually a decent response time.

Kabir, think of places like the Lake District in England...only it's the SIZE OF ENGLAND in TOTAL and it's that way for miles and miles and miles in spots. We had a fire alarm go off in December at about 3am and the number of people you could tell slept naked was kind of funny (even though I felt bad for them). There were people in robes or wrapped in their comforters (duvets) shivering in the cold. And then there was my family all comfortable in sweatpants and shirts and our bug out bags. I gave a lady one of those Mylar blankets cuz she looked like she was turning blue. Luckily some idiot pulled the alarm but if it had been a real emergency those people would have had an even tougher time.

The 1st video...I almost threw up hearing that sound of him getting hit. But the office was NOT arresting them, he was an individual officer, it is procedure to cuff, so you aren't jumped or they don't run ...since he is alone. He did a damn good job and was SO lucky he had everyone working with him and listening to everything that told them to do. There Are way too many times where people people do not listen do not comply and DO NOT stay out of the way...so the people on the curb staying back and giving him information was amazing for this officer.... he was very lucky that everyone did their part. And that ambulance had a very fast response time. Actually after watching British 911...You guys are spread so thin over there with calls, I'm surprised you thought that was a slow response. (Here, if you call in a false 911 you can get a fine/ticket...I don't know what you guys do, if anything over there, but I know your call centers get 1000s of calls that aren't worth wasting their time)

I saw that first episode before and the driver that hit the man on the bike was watching the cop and didn’t see the bike in the middle of the road (she explained that later in the episode). Man, that was awful. More cops are killed during domestic abuse cases but the second one wasn’t too bad thank goodness. The last one…cops just have a second sense of dopers and the like…they’ve usually dealt with it a long time. They knew he was lying. Good reaction Kabir

Obviously, he sells crack cocaine for a living. He will be spending a lot of time in jail for the amount of crack that he was carrying, so the money won't do him any good anyway. Regarding your question in the last clip, it may vary on jurisdiction, but generally speaking law enforcement is allowed to confiscate anything that was supposedly involved in a crime (so money, drugs, guns, weapons, vehicles, etc.) Even if it turns out that the money was clean (meaning that it was earned from legal wages), they may still confiscate it which can suck but that's just the way it is. It's called civil asset forfeiture and in my area there's plenty of civil cases because of this. In fact, a buddy of mine from high school actually sued the sheriff's office over this because they confiscated his guns as well as $1700 in cash even after he was proven innocent.

The money from seizures is split between the different agencies that are a part of the bust and then divided. If suspects appeal and are found innocent, police must return their items or reimburse them.

The first cop did say that the Camaro had a cracked windsuield. As far as the handcuffs that does not near that the person is being arrested. They are being detained pending investigation. Basically, it is a safety measure for the officers. Drivers can't easily grab stuff, hide stuff, assault officers etc when the cop is dealing with another person or searching the car etc. It also makes them easier to track down if they take off. Harder to jump fences etc while in handcuffs.

Just because you are cuffed doesn't mean you are arrested. You are detained so the police can set you off to the side and keep you out of harms way and so you are predictable and contained. Especially when there are more people than the cop can handle. People just freak out when they get cuffed.

17:40 In the US we have a legal statute called "civil forfeiture", which means that the police can legally confiscate any amount of cash, for any reason. The burden of proof isn't on the police. It is the responsibility of the citizen, to prove that the seized money was obtained through legitimate means. And even if the money is legitimate, it's at the police's discretion, whether or not it gets released back to the citizen. It's really messed up, and as you could imagine, many cops use this "loophole" to their advantage.

That is not true. The burden is on the cops, that's not the problem. The problem is going through the process of getting it back, if successful, can take years and will probably cost more than they initially seized. It's really exceedingly rare unless you're convicted of something, whether that conviction involves the money or not is, of course, irrelevant, any conviction will do.

Civil asset forfeiture is actually a huge problem in the US, it essentially give police departments the right to take any and all assets they deem to be probably related to a crime. And they do not have to give it back even if the person is found innocent. If the person who was found innocent wants their property back then they need to essentially sue the police department and the burden of proof is on them to prove they obtained that property legally. So civil asset forfeiture is essentially legalized theft by police. The police in the US are not the good guys, but they aren't the bad guys either. Their current predisposition to having inhumane and unjust policies is the fault of people much more powerful and much more devious.

I wonder whether the driver who hit that bicyclist was rubbernecking at the traffic stop. The money the drug guy was carrying will probably be confiscated. In the U.S. we have something called "civil forfeiture," in which the state can take the property of someone suspected of a crime (like drug dealing). They file a lawsuit, not against the person, but against the property. The suit will be something like, "Jones County vs. $5000 and a 2017 Honda Accord." The person whose property was confiscated has to spend his own money to fight the suit. Many people, me included, think this is an end run around fifth amendment right to due process of law, and the sixth amendment right to a fair trial. The guy in this case probably deserved to lose that money, but it should be proved in a criminal trial, with the burden of proof on the state.

It doesn't matter where that money came from...he was in possession with intent to sell, so the court is going to assume all of that money came from drug sales, unless he can prove otherwise. Don't sell drugs kids ;)

Asset forfeiture...law enforcement here in the US can seize anything of value when make a drug-related arrest. A few years ago, a man from Texas was driving through the town in Illinois where I live, and was pulled over by city police for a traffic violation. The police found drugs in the car, a Chevrolet Corvette, arrested the driver and seized the car. For some time afterwards, the city police's drug education officer drove the car when giving lectures to students at local schools. Even if you're found not guilty of the charges, law enforcement are not required to return or compensate for any assets so seized.

They take it and write it down. If he is found innocent, he gets it back. Otherwise the city or county or state confiscate it(keep it and it's spent on the city ( usually the police department )

In many usa cities it is illegal to drive a car that cannot pass inspection so that car can be pulled over fir cracked windshield. Also. Vehicles that CANNOT pass cannot be in view of public can be in a garage or covered or behind a fence NOT in yard or driveway or parked on street.

When a car is pulled over and may have a warrant out or criminal background, cops can handcuff them to detain them but not necessarily arrested.

That first clip before the accident with the bike. I don't know if it's edited down, but if not, the reason that the officer is putting the driver in cuffs is that the driver has admitted to not having a driver's license on him. It might be nothing, but usually if someone doesn't have a license it's because it is suspended, meaning he shouldn't be driving in the first place. He might not be arresting the driver yet, but since the officer is alone and there are two men in the car, he is securing the driver until backup arrives and they can establish the man's identity. Handcuffing the driver is officer's safety at that point. They need to check if the driver has a license to operate the vehicle or if he has any warrants for his arrest. Also, they need to make sure that it is fact the driver's car that he is driving. If they establish that he has no warrants, it his car and he has a valid driver's license then the officer will probably let the driver go with a ticket.

The money is held as evidence, and regardless of the outcome of the criminal case, the state files a civil case against the item itself (the people vs. $1,300) and if they win - they usually do - the money or goods are forfeit. The term is Civil Forfeiture. In some jurisdictions with a high rate of drug use and sale, civil forfeiture can provide a substantial addition to the police budget. There are increasing bipartisan calls to reform civil forfeiture because of the potential for abuse. A civil case can be successful and a person lose their property or money even without a criminal conviction because it's a separate process and civil cases are decided on a "preponderance of the evidence" basis which is lower than the "beyond a reasonable doubt" basis for a criminal trial.

When police arrest someone for drugs they take all money including change and you don't get any of it back, even if charges get dropped, unless you get a lawyer for a couple thousand dollars and that's still no guarantee.

He's a professional. He's been trained. I'm a RR conductor and have had to handle some vehicle collisions with injuries and minor hazmat spills that resulted in evacuations. You're mentally prepared for this everyday you work. Freaking out isn't in your head. You're in charge of a situation.

The cops just confiscate money, especially if found with drugs. Also forfeiture laws can confiscate cars, boats, houses. Even if you can prove your source of money, it can be hard to get the property back. Has roots back to maritime law. It’s controversial since there’s no due process, and usually affects the poor.

That's why you make sure you live in a state that bans Civil asset forfeiture. North Carolina ain't perfect but better than most. There are 5 other states too. Be careful what you do and where you live.

Police will confiscate any money on you if you are charged with selling. If you're in a car they can take that too.

The gurgling (snoring) sound is likely because he hit his face on the pavement, likely breaking his nose and face bones creating compound fractures (bones sticking out), broken teeth, and add lots of blood, making the sounds. As bad as all that is, it is better than not hearing sound from him, meaning he isn't breathing.

Yup. I made similar noises when i broke my nose and fractured fones in my face. I was actually relieved when I first heard it in this video, because the stillness of his body had me thinking something worse.

currently he is detaining the individual... if the police suspect you of committing a crime they can detain you for up to 24 hours without charges or arrest.

Where I live it is actually faster to drive the person to hospital on your own. If an officer pulls you over I have heard / and do they will lead you there with lights on.
