I think his comment about Owen not being cut out for working as a heel is somewhat out of bitterness. Because Bret suggested Owen for the role of his jealous brother to feud with instead of Bruce (who was Vince's original pick).

Bruce would have been a better heel because he is a natural heel and very good at being hated. Owen played the role well but was more of a "funny" heel than a despicable heel like Bruce would have been. Maybe Owen could have made it as a better babyface then Bret but unfortunately he never had a huge babyface push like Bret did and passed away doing a stupid Vince Russo stunt so we'll never know.
