Increasing capital gains after 250k can affect a lot of Canadians during their lifetimes. Anyone who sells real estate or any time they have to make a once in a lifetime cash out of an investment. This will directly affect people who try to cash out of investments at the top of gains, even when they're a normal Canadian with their retirement accounts. Many normal Canadians invest in stocks for retirement, and sometimes a stock will go up a lot in someone's portfolio and they'll want to sell it and move it into other investments. Going from 50 percent to 66 percent is no small tax increase.

Your house doubles in price over 20 years. Why? inflation? or did the property go up in real terms? Doesn't matter. You pay the tax. Inflation screws you on capital gains tax. That is the reason why it is taxed at 50%. Other countries open the door to rich people. And we want rich immigrants too. Capital gains taxes are not paid exclusively, or even largely by ultra-high-income earners. Rather, Canadians with much lower levels of income, including many entrepreneurs and small business owners cashing out after a lifetime of work pay the majority of capital gains taxes in Canada. Many commenters do not even understand what an increase in the inclusion rate from 50% to 66% means. It does not mean that there is a now a 66% tax on capital gains. Rather, it means that if you made over $250K in capital gains IN THE CURRENT YEAR, 66% of the capital gains will be subject to taxation, at your tax rate (not at a "higher rate" 2:20 as stated). Previously it was 50% taxed at your tax rate (regardless of amount of gain). There is now a higher inclusion rate, but it applies to larger amounts of capital gains in a year. This will therefore affect people flipping houses and stocks as investments, more than it affects the average homeowner (because of the exclusion of primary residences from capital gains taxes). You could argue that it is unfair because the selling price of an asset must be deflated by inflation each year, to see how much of a real gain is made, but that was the intention of an inclusion rate of 50%. Most Canadians will not have a $250K capital gains in a single year, and even if some do, they can still carry over losses from other years to offset the gains. I think millionaires will not appreciate this tax hike, but why should we worry about them more than those who are not? They can afford it and will likely use different strategies such as investing in annuities.
