Its more than likely is true, he literally jokes around in every single fight and he never gets serious. No one has ever made him get pissed off enough to the point his actually dead serious. Except Luffy but before he got serious, Nami tied him up and Luffy Bazooka'd him to another island. I've always thought his hiding his true strength, I mean if he can hide such a big secret about being apart of Gol. D Rogers crew, the information of Raftel and the One Piece he can easily hide his true power plus if his that strong he can more than likely joke in the middle of battles and act stupid because he knows his strong and knows he can get away with it and people believe his weak so they don't really bother with him. It's very common for characters to act weak but there actually overpowered as. The super big death canons from the void century would be used to destroy the barriers where you enter the new world (where the capital of the World Government is located) thus uniting the 4 blues. This would apparently tie into the dreams of all of the crew the one I remember the most was that it would fulfill Sanji's dream of being in a sea with all the fish from the four oceans. This would also destroy the world government and end they're tyranny, so it fits with the theme of freedom that One Piece is built upon.

Buggy update 2021: Buggy is actually close friends with Oden and together with Shanks, both of them took an oath to protect Oden and his family. not to mention Roger and Buggy, I think Roger is close to all of his crew are shown to be the closest throughout the storyline. not to mention Roger often laughs on Buggy's antics and how Rayleigh tried to stop Buggy from casually entering Roger's captain's quarters multiple times when he is having private conversations. he also serves a huge role as well because he's the one who notices the danger that's going to happen such as the arrival of Whitebeard's ship and Shiki's alliance. forgot to add.... and no both Shanks and him stayed because Buggy got sick during the time when Roger and the rest found the one piece so he and Shanks doesn't know what the one piece is. Note: Buggy and Shanks both stood chance fighting against younger Blackbeard when they were together, meaning to say Buggy can certainly fight back when he was younger. as the time pass, he slowly start to degrade shortly after eating his devil fruit and rendering him useless in combat because he apparently relied too heavily on it. we all know he was invited by Shanks to be his first mate, and he declined it to start his own pirate crew, which isn't very successful until later chapters.

Little fact: during luffy and buggy’s first battle, buggy was beated when nami managed to grab most of his limbs and tie them up without him noticing, forcing him to reconnect as a very small man, which allowed luffy to get in one last hit, sending him flying and seperating him from his crew, whom became extremely distraught over it. Also, despite looking like a clown, buggy hates it when anyone makes fun of his nose or appearance and would often believe that whomever is talking to him is talking about his nose, even if this is not the case.

I know Impel Down and Marineford are mist peoples favorite archs but I just rewatched them and it is really a masterpiece. The closest One Piece felt like marvel or dc. As powerful as Aces death was I was actually more emotional over Bon Clays death ( b4 he apparently came back)
