In the movie, when Saruman & Grima were looking down at the troops, they were actually seeing ducks, because both of them were not several stories high above the ground in the Orthanc tower, they were only looking down from the front porch at ground level. It's good use of camera angles by the movie director. And the ducks made great extras as they held rectangular military marching formations.

One clever and interesting fact about this scene tho. In order to give the impression of a large crowd below the tower, Peter Jackson visited a large baseball stadium during a major sports event, full packed stadium, and directed people, telling them what they have to chant and when, and recorded their voices for this scene. So what you hear is 10k baseball fans chanting. Genius! :D
