can i also code it so that the cooldown applies to a button from ticket tool bot for example? If so what would i have to change?

Make sure to install discord.py 2.0: pip install discord.py==2.0.0

Set your cooldown to 1,800 seconds. In your callback, divide your retry time by 60.
