I think that depends how far away the boat is, if your relatively local then do a visual inspection before offer, if it a $1000 flight away then perhaps a contingent offer.

Yes, I agree with this. And pretty much alll offers are contingent on a survey and sea trial (unless you state otherwise).

Is this a little outdated since Covid is over and boat prices are declining?

The catamaran market is still strong for the seller, but yes, it has slowed down a bit. There isn't quite as much urgency to put in offers site unseen at this time. But the good boats still go very quickly.
