with dogs & kids it's the exact same problem, lack of consequences for actions, kids screaming when parents say no so much that parents give in to them & dogs doing the exact same.

I understand the frustration of people in these situations, particularly with insurance, landlords, etc. However, for me all these points are ones that we had before we had dog licences in 80's/90's & scrapped due to non-policing. If you had a dog of any breed, you needed a licence, the dog was supposed to have a collar & id tag, too. A puppy is legally required to be microchipped by the breeder and has its first vaccines before leaving-nobody checks, and vets don't report if someone has a puppy and they are coming in to get it microchipped. The purpose of this was to hold breeders accountable for very unhealthy puppies that were dying shortly after going home & so that shelters could return dogs to a breeder. All dogs should have a tag with the owner's name, address, and phone number. Granted, one of my dogs says, 'I am chipped'-again, nobody is checking, and lots do not have them at all. Northern Ireland STILL has dog licences, but they are not policed. I lived there for about 5 years fairly recently and never even knew about it because nobody said anything. And yes, I had a dog. Muzzles in the car shouldn't affect the dog in any way if the muzzle is fitted correctly and in an adequate style that allows panting & drinking; the reason it's there is in case of a car accident, in which case the dog is likely to be terrified and /or injured itself. I do think all dogs should be muzzle trained, at the very least for the vets. All dogs are already required to be secured in the vehicle either in a crate, in boot with a guard or a seatbelt harness yet I see people with dogs hanging out of windows & driving with dogs on their laps or them roaming loose in the car. There are already licencing requirements for breeders, but they use loopholes, such as co-ownership or one litter per year nonsense or don't care and & breed anyway for a buck. I'm gonna sound really old here, but people never used to get (house) dogs if they worked long hours and there was no one at home to let them out at lunch or if you couldn't get home to do it, there was no doggy daycare or even dog walkers back then, which also meant there wasn't several people in your dogs day taking 'leadership' of your dog & potentially mixing up the rules that your dog had either, (the force-free nonsense has crept up alongside these 2 cos you can't be 'punishing' clients' dogs or you'd lose them as clients). You didn't have to worry as much about off-leash dogs running up (I remember very few before my current dog in 2022, now it's any potential everyday issue). The same street I grew up on had 10 dogs on it; now there are 26+ (including my own). that's a drastic rise in ownership & pricing, especially for cross-breds or mutts. Kids used to know not to run up and touch people's dogs too; dogs were also respected and weren't used as climbing frames or being left unsupervised with children and children were taught how to treat dogs i.e not pulling tails, ears etc. most people know very little about behaviour too. honestly, I don't know what the answer is other than giving idiots a good slap cos nowt else seems to work.

Breeders are already licensed and the guidance is so strict already, more strict than home boarding and kennels so I’m not sure what your statement is based on. Licensed breeders don’t need targeting it’s the rest of the public breeding pets with 0 idea - the public are choosing to buy irresponsibly via none licensed breeders - no one who bought an xl bought responsibly to be honest, buying dogs from criminals what do you expect? Over 1000 xl adverts and not one licensed in the peak of the sales? Educate the public on buying dogs responsibly and there won’t be a market for pet home breeders. This is one of the most frustrating topics for licensed assured and responsible breeders doing things right
