"Caligulan" is a term that means "Of or pertaining to Caligula" Who was a Roman emperor in 12-41 AD who was known for being brutally cruel and tyrannical. and a Miasma is a vaporous emanation, where the word is most commonly used when referring to someone exhaling and causing the spread of a disease or the exhalation of tobacco smoke. So a Caligulan Miasma of genital delights mean, I assume, "An atmosphere which simply assaults all of your senses with the wonders of both male and female genetalia"
