The thing I'm getting hung up on is "why are network bits and subnet bits separate?" I understand that you're separating them based on their classful identities, but do not understand why. Can network bits not be used the same as subnet bits in the classless subnetting that we do today?

no, that is because we still do need unique IP addresses. If we were to use the network bits in the subnet, how would you differentiate between networks?
