Not even ONE County has a non-electronic system after 2018, and exactly one single "Blue" County was the last one for a decade plus up to that point. I put Blue in quotes as the 2016 and 18 tabulated votes here were.... interesting: Only a few pockets of deep Blue, a whole lot of purple or barely blue, and big chunks Yellow. And one town counting all Blue even then seemed to somehow NEVER EVER have most of their heavily Green registered voters tick Green candidates or very left and green ballot items... This former D lifetime voter watched locally and my entire State very carefully and nearly continuously during Primaries and Generals for the first time in 2015-18, and it was a very nasty wake up call. I saw what can only be called blatant massive fraud in tabulating ballots across many high population Blue controlled Counties- far more than enough to have swung nearly every measure and most candidates results both locally and Statewide. Yes, that massive. Then watched as even formal concerns and govt officials filings of irregularities were ignored or dismissed as not real. Then they took away by force our last honest tabulator County with a central initial ballot sorting option. I haven't voted since.

PG and E Pacific Gas and Electric is a privately owned company, what's worse, they're guaranteed a higher than average, profit margin. The state can't mandate anything that PG and E doesn't want, so they're in on this scheme. The state of California is run by the population of the southern half of the state and big cities are entirely democratic and socialist thinking. Any attempt to sever the state, they vote against it, any attempt by the northern half to gain back water or electricity, the south pushes higher rates and more taxes on what the northern half uses from the southern half. This is the oldest problem in California, the north is predominantly rural and conservative, the south more liberal and think taxes are great for the state. Sooner or later, their tax rates will end up at 105% of your income and the state will go broke, because no one can afford to live there any longer, the shininess of the gold is quickly tarnishing. As people leave, they'll keep raising taxes, fees, anything to feed the coffers of the liberal state wishes. I know, I grew up there, lived there for many years, kept leaving but being in electronics, the only place to find employment. Retired, I packed up and got out of there when Newsom took office.
