Playing God Shattering Star, the CEO of Racism theme, while battling Toad is incredibly fitting. Toads are actually extremely xenophobic and racist. Imagine if the USA was called United States of Whites. That's basically where they live and they look down on Koopas. So much in fact that they kidnapped Bowser's wife, Princess Peach, and brainwashed her into believing she is their ruler. And then when Bowser attempts to save her, he looks like the bad guy. The other kingdoms see the Toads as victims and help out, essentially creating treaties, but being the Toads' plan it basically makes the other kingdoms their pawns.
