I really like quirky challenges like this. Maybe try Rhyhorn with only special attacks sometime. (I picked him because he has a decent special movepool, though I admit I'm not certain on his exact gen 3 set)

For Brock we would need a lot of misses from both of his mons and lucky crits; level cap would probably end at Silph Co when battling the rival since Abra is just too frail.
