To answer your video title, yes. At least in 8.0 I got up there easily. Firstly I went to the huge void canyon in the southern middle of the map and filled in at the lowest level with platforms, just above where you start taking void damage. I put my space elevator there, which then made it so the top of the elevator was barely above the trees in the red forest. Eventually when I started getting around with hypertube cannons one put me up there. It actually has quite a huge hitbox, and the funny thing is you can interact with it there just like below and launch.

you don't need to space the tubes so much... you can put the end attached to the start of the sections...

I found out there's invisible horizontal barriers at higher points of the elevator. So there's a chance colliding with those/through those may have been what killed him.
