Your rostered 30 minutes/ 20 minutes (depending on local arrangements) before the departure of your first train. Hence the odd start times.

Yep, 17:23 will be the start time, you get so many mins to clock in, read the notices, walk to the train, prepare the train, and prepare for departure. They probably work their first train at 17:46 or something

Yup, us Brits use 24hr and 12hr interchangeably, we don't call it military though cos it's much more widespread than in America
