There are around 21 currencies against which trade can be done. USD is not the only FREE FOREIGN EXCHANGE. With Saudi, you can do trade in Saudi Riyal too. However for any export incentive or benefit or monetary calculation purpose, it will be considered as USD only. And realisation of payment in INR, is still has grey areas. Vostro a/cs and all.
