9:21 black's Rook h2-c2-c5 maneuver was not clever. Keeping your rook active is vital, but the black rook became utterly passive at c6. Rook h2-h4 skewering the white pawns would have hold the draw easily. (Note that the board is reversed!)

When white played f3 to f4 black could have played Rh4 and simply get a free pawn(since there are pawns on e4,f4,g4 so black would get at least one pawn for free). Being a pawn upin such end game could be decisive.
