Well said! I have been asking and pleading for the current politicians to do their job. They have ears, and considering the level of indigenous members in parliament, why isn't the indigenous affairs minister doing anything now? Why is she not doing this now? They have all the power they need to at least make an attempt to listen now and work with the community's now, 90% of Australians would support and back in any genuine effort that gave the disadvantaged people a hand up and not lost in red tape.

Thank you for your insights. They confirm what my gut instincts were telling me - that you don't attack complex human problems from the great heights of the federal government. Solutions need to be narrowly targeted and flexible enough to make a difference at the micro level down to the individual, the family and their immediate community. The proposed Voice is a megaphone that will drown out the small voices that we should really be listening to.

@@AnotherDoug And neither does anyone else. The whole proposal is so vague that it's not even clear if the members of the Voice are going to be elected or selected, and - if elected - by whom. And we don't even know whether there will be limits on their time in office. Judging by past experience, though, I can confidently predict that almost everyone elected or selected to become part of the Voice will be the same 'indigenous representatives' currently sitting at the top of the tree. It would be naive in the extreme to think that the Voice will be something different. It will just be more of the same, but welded on so we can't shake it off when it proves to be just as ineffectual and costly as all the other initiatives that were supposed to close the gap.

@@seekerout ~ "elected or selected" - I recommend you read the Voice design principles (voice.gov.au/about-voice/voice-principles) - the relevant one is "To ensure cultural legitimacy, the way that members of the Voice are chosen would suit the wishes of local communities and would be determined through the post-referendum process." (In other words, Government is not going to force a paternalistic approach to selection - each community will do what works for them.) ~ "whether there will be limits on their time in office" - again, in the Voice principles: "Members would serve on the Voice for a fixed period of time, to ensure regular accountability to their communities." ~ "I can confidently predict" - ???? based on ? ~ What tree? ~ "naive in the extreme to think that the Voice will be something different." - it will be very different to anything that has been attempted before. That's why it has a good chance of working. ~ If the advice is bad, the Government can ignore it - but that is not expected to happen. ~ " just as ineffectual and costly as all the other initiatives that were supposed to close the gap" - so you propose we keep doing what we have done for the past 56 years in the hope that the Gaps will suddenly start closing for no particular reason?

I'm learning so much! Seeing the Rebel News trip to Alice Springs, hearing from friends travelling through rural Australia, reading an essay from someone working in Tennant Creek, getting the picture from these people about immediate problems with violence on many different levels - then contrasting this with the waffle in the Uluru Statement from the Heart which instead brings up long past grievances. Your level headed view that most Indigenous Australians are doing well does seem to match up with what I know from living in Australia all my life. The 17 - 1800s was a violent time all over the world. We can't pour precious resources into applying modern ideas to a past which is now a remote and very different place. There is much we can do right now, but it needs to be on the local level.

The Voice is about power, it won’t help the remaining 20% of disadvantaged indigenous people, it’s just a power and financial grab by the elites, the Voice would create a financial and judicial nightmare for Australia, and it will divide Australians against Australians, Vote NO and keep our democracy intact and keep Australia united as one country and one people.

~ " it’s just a power and financial grab by the elites" - who are these "elites" ~ how would the Voice - an ADVISORY body - create a financial "nightmare" - what is the basis of this statement? ~ The Solicitor-General had provided an official Opinion that the proposed Constitutional change will NOT cause judicial problems at all.
@tomnewham1269
@tomnewham1269 Жыл бұрын
@@AnotherDoug The Solicitor General has only provided an opinion which doesn't mean he is right. There are other constitutional lawyers who disagree with the Solicitor General. Putting such a thing as the Voice in the constitution is very broad in its wording and not specific enough. It will create debate and that will lead to cases going to the High Court for a ruling to be made on all sorts of matters if someone does or doesn't agree with the government in regards to 'advice' from the Voice.
@AnotherDoug
@AnotherDoug Жыл бұрын
@@tomnewham1269 ~ The Solicitor-General is a leading Constitutional Lawyer and a Kings Counsel. His Opinion was published three months ago and no other lawyer has disputed it. So, I think it can be considered quite reliable. He has said that, when the Voice legislation is written, the Government can specify that the Voice advice has no legal affect - therefore it cannot be taken to the High Court. No debate is possible. ~ The proposed Constitutional change is quite specific: - the Voice can only make representations (that is, give advice); and - that the advice can only be about matters relating to A&TSI peoples. (The Attorney-General has defined "matters" - again with no-one disagreeing - as "specific to [A&TSI] peoples; and matters relevant to the Australian community ... but which affect [A&TSI] peoples differently")
@christinac3929

@@AnotherDoug A&TSI people are in pockets all around the country. How can it be fair that the Aborigines get to advise parliament on issues affecting them but other members of society do not have the same access.? If the voice has no legal effect, what is the point? The Government can specify that the Voice advice has no legal effect, but the advisory group can counter that. This statement " "specific to [A&TSI] peoples; and matters relevant to the Australian community ... but which affect [A&TSI] peoples differently") does not make sense. How are Aboriginals intrinsically different from the 270 other ethnic groups in the country?
@AnotherDoug
@AnotherDoug Жыл бұрын
@@christinac3929 ~ "How can it be fair" - no-one is being disadvantaged by the creation of an ADVISORY body. No-one loses anything. Fairness (or lack of it) in the A&TSI communities is documented in the Closing the Gap reports. ~ "what is the point?" - the Government receives advice directly from the people affected by the policies and laws aimed at A&TSI peoples about how the money being spent can be used more effectively. ~ "the advisory group can counter that" - No, they can't. The Constitution itself will restrict the Voice to "making representations" only. That is, to give advice - that is it! ~ That statement isn't saying that A&TSI peoples are intrinsically different. It is saying that the Voice can ONLY provide advice on policies that have some specific impact that the rest of Australia does not experience. So, the Voice can't advise the government on, say, parking tickets.

I am in the no camp for a bunch of reasons and have misgivings about the efficacy of the Voice to fix indigenous disadvantage. I am NOT racist and have an egalitarian ethos and love my fellow man regardless of race, colour or creed. Surely there are other ways to approach this problem without creating a permanent constitutional race based division within Australia. Who knows, in 50 years the problems may be mostly resolved. However, thanks to the constitution, the Voice will remain…….for what purpose? IF the Voice achieves a majority (hope it doesn’t) consensus I sincerely hope that wise minds such as your’s forms the Voice committee to steer this behemoth towards equitable outcomes for the disadvantaged aboriginals and refrains from entertaining extreme outcomes as promulgated by Lydia Thorpe & co. Forty billion dollars ($40,000,000,000) last year alone went into the black indigenous pit, even you do not expect that figure to be less next year. The moment that a minority group is even perceived to receive, let's call it what it is, 'preferential treatment', that is not available to others we have a 'divide' in the population. Very enlighten talk. Having read the booklet 'The Voice to Parliament' by Thomas Mayo and Kerry O'Brien, I was surprised specially the part of past governments positive actions and back flops since 1967. Points you have raised in regards to locations and personal choices are very valid and I can not see how the Voice will bring better outcomes to these people. What concerns me is that the Voice will empower a small group of people that will simply be another arm of government wasting more resources and as we know from our current setup will do anyway whatever they want after the election. We all would love to see some way to better the lives of the Aboriginal People that require and wish to have a boost to adjust to the way of life that was trust up on them by the colonization of this continent. But realistically its not going to happen in a short time, but in generations like it happened in other parts of the world. So having said this I think that the Prime Ministers proposal of the Voice is more a Anthony Albanese ego trip and will do very little, but create division like it has done in West Australia with the cultural heritage act. In general governments work slow, does some good things, but is stacked with members of age and baggage and tied to party lines with little freedom to be really flexible and creative.

It is quite simple to understand the motive behind the voice, the treaty and truth. All we need to do is read the entire Uluru statement and most of it is revealed on pages 17 and 18. For even greater insight into the purpose we should all read the minutes of the Uluru Dialogues as well. Not a lot was mentioned about solving disadvantage, but plenty was mentioned about sovereignty, autonomy, self-determination and self-government.

@AnotherDoug no we won't need to vote on sovereignty and self-determination and self-government because that will all be part of treaty, as the uluru statement page 18 clearly says. A voice is required so a treaty can be made with all the individual indigenous nations represented collectively in the constitution by the voice. Voice, then treaty, then truth. We will have no direct control over the voice itself because it will be a new constitutional entity like the state of New South Wales or Victoria, but probably not a physical state because it represents and makes representations for all the original indigenous nations physically encompassing all Australia. The parliament's "control over the voice" and those "deatails that will be worked out later" that so much emphasis is placed (for misdirection) is purely administrative detail, which is not terribly consequential. We dont need any more details. All the details we need to understand everything about this agenda have been provided in the uluru statement. We just need to read them.

The voice has to have a legal definition to be used as something tangible that is inserted into the Constitution, and this document should be the first referendum so people know what they are dealing with. One cannot have a referendum on an airy fairy idea for a group of people that society has not yet specifically categorized as to whether they fall into the privileged group. A court may have to make this determination, as was done in the USA. How many times does the color have to be diluted before the "rights" cease? If someone is going to be treated as special then a legal criteria must be in place. Maybe there should be a system like the USA Indians where there is a specific “color dilution” factor that determines race and a DNA test will complement the said test. Apathied will then be alive and well! On Thursday, Prime Minister Anthony Albanese revealed the true extent of the damage the Voice activists want to inflict on your Constitution. And it’s far worse than we feared. Not only do they want the divisive Voice to ride roughshod over Parliament, it would have a direct say over every decision made by the executive government. And the Voice will have the power to challenge those decisions in the High Court. The true gravity of what this referendum is actually about is only now starting to dawn on many Australians. This change to the Constitution is so massive, it’s made headlines around the world. Time Magazine called it a “profound constitutional change” which means Indigenous Australians could “gain formal representation in Parliament” 1. Still sounding like a “modest” change? But the funny thing is that Albo tried to talk them out of such a massive constitutional amendment. He asked the referendum working group - made up of pro-Voice activists - to limit its power to take a democratically elected parliament or government to the High Court 2. And they said no! So what did Labor do? They folded. They proved the ‘no’ case before the campaign even starts. At the very first opportunity to show that the so-called Voice will not ride roughshod over the government, they folded. Despite the internal division, despite the legal concerns, despite the community concerns, they capitulated. It just goes to show who is in charge here. It is not you, me or the Australian people - the pro-Voice activists are well and truly running the table. The Albanese government proposed an “additional set of words to guard against potential High Court challenges”, but were denied by the pro-Voice activists. And if the rule book of the country is changed we can only expect more of this. Do you remember last year, when Albo said it would be a “brave government” that ignored the divisive Voice? Well, this is exactly what he meant. And exactly why you and I will be fighting hard to say ‘no’. There’s no way we’re going to let the Voice divide our nation like this. I am not indigenous, but I have been involved in indigenous organisations and have had a lot of interaction with indigenous people almost all of my life. When the referendum was first announced, I became very concerned for all of the same reasons that are now being voiced by intelligent, and informed, no-vote advocates. I have also listened very carefully to the yes vote advocates, but, apart from a lot of assertive statements about what the Yes vote will do, I have heard no compelling evidence or argument for how this would, or could, make a difference. Sadly I am convinced that a Voice will disadvantage the disadvantaged even more while creating division in the community. WE MUST VOTE NO.

Well said Wes. I agree with everything you've said but particularly the idea that problem solving starts with defining the problem. Other than the anecdotal and subjective opinion of everyone involved there is no defined 'aboriginal issue' and no uniting aim even amongst aboriginals. And for good reason there is no defined 'aboriginal issue' - because it is a diverse and complex issue requiring a diverse and complex solution. I believe there is a better way and we need change, but that will come when the issues are identified and defined. I can't see how another Canberra talkfest without legislative power, voting power or veto power can achieve anything other than slow down the whole process of government. Any effective change will need to be new, innovative and probably novel. Another bloated, unaccountable, rarefied, remote, Canberra talkfest certainly doesn't meet that description, it is just more of the same. The sad thing is that I predict the issues and hardships for the individual aboriginals will remain long after the referendum, win or lose.

I have spent a solid portion of my life living and working in exactly the remote and very remote communities you are talking about that `skew the statistics`. Many of the needs and concerns that coastal mob have are worlds apart from the soul destroying brokenness that is the norm in `traditional communities`. These very remote small clusters of social purgatory are already hidden behind layers of red tape (like permit entry) and quite deliberately avoided by both media and politicians unless there is a moment that can be milked for their benefit or views. Politicians hide behind principles of non-interference or self determination when the simple fact that modern money, housing, medicines and daily needs have all been simply thrust onto a people that 50 years ago were living an almost entirely traditional, wood age life is transformational. It has quite literally completely interfered with and profoundly changed the development pathways of this group of people in a single generation and in the process fundamentally changed the entire framework that people existed within. Its no surprise these places are having difficulty bridging that cultural chasm. As a nation, both immigrant and indigenous we have, for the most part, failed to acknowledge just how profoundly we have broken these communities and that without that first acknowledgement it will be impossible to improve outcomes for new generations that belong to that incredibly beautiful but broken country. Whilst white guilt and indigenous denial or rejection of personal responsibility underpin our social consciousness, will we be able to engage in examining the hard truths and adopt radical solutions in order to create better outcomes? If we are to build a ladder out of the chaos into an opportunity for a better Australian Culture that can harness the inherent strengths of both people we will need to. Maybe the most profound danger with the voice is that it has the potential to bury remote communities under another layer of bureaucracy effectively hiding the issues in these places even deeper behind both white guilt and indigenous shame culture. It is already near impossible to gather or access accurate statistics from these places because they are heavily redacted, restricted or simply not collected accurately. I suspect that the best we can hope for with the voice is changing our national day from Australia day to maybe something like Mabo day where we celebrate the day we truly recognised all Australians claim to country and at worst it will leave the already most shattered communities in this country in a continuous cycle of spiraling poverty, abuse and isolation.

If you look up treaty within the Australian government It is part of DFAT, which means treaties are made with foreign countries. Not within our nation. Is this why they want to change the constitution with the Yes vote. Because it’s not just about acknowledging our Aboriginal people, it’s about change, so they can bring about Treaty, which in turn will lead to reparation. Sorry but 3% of our population get $38billion per year. How much more do they want of the humble tax payer? The marginalised won’t see any more of it, they will still be marginalised. So I ask, what is the point of it all? What is the REAL meaning that is driving this? Because I don’t think for one minute, it is for the good of the aboriginals who really need it, or for the remaining 97% in who still call Australia home.

Taxpayers will be forced to pay “reparations” to Indigenous Australians for “past, present and future criminal acts” under a proposed treaty, with suggestions that “a fixed percentage” of GDP be handed over through “rates, land tax and royalties”, documents released under freedom of information reveal. Contrary to Mr Albanese’s characterisation of the Uluru Statement as a “two-minute” read that can “fit on one A4 page”, the 2017 declaration is actually 26 pages. Credlin told viewers on Thursday that the tenor of the full statement was actually one “of anger, grievance, separatism, and the need to undo, as far as possible, the last 240 years of Australian history”. “And it’s the whole 26 pages of the Uluru Statement from the Heart that every Australian should read, not the PM’s sanitised one-pager, before they cast their vote in the upcoming referendum,” she said. ‘Reparations for criminal acts’ “Treaty would be the vehicle to achieve self-determination, autonomy and self-government. The pursuit of Treaty and treaties was strongly supported across the Dialogues. In relation to content, the Dialogues discussed that a Treaty could include a proper say in decision-making, the establishment of a truth commission, reparations, a financial settlement (such as seeking a percentage of GDP), the resolution of land, water and resources issues, recognition of authority and customary law, and guarantees of respect for the rights of Aboriginal and Torres Strait Islander Peoples.” Participants in the Hobart dialogue stated that a treaty “must include” land and sea rights, “a fixed percentage of gross nation [sic] product” through “rates/land tax/royalties” and “Aboriginal control”. A number of participants said the Voice to Parliament must be “better than ATSIC”, the scandal-plagued Aboriginal and Torres Strait Islander Commission which was abolished by the government in 2005. Liberal MP Paul Fletcher also asked Indigenous Australians Minister Linda Burney how the Makarrata Commission would work should the Voice be successful. I think it is a good idea to the the title of the video right. The FACT is that no all idigenous people in Australia are suffering disadvantage. 80% have integrated fully into the Australian society just like everyone else. The issue is about the 20% of the people living in remote communities. The main issue is after decades of having spent billions of dollars each year, the problems of these remote communities have not been solved. One can only wonder what happened to all this money and where has it gone. Anyhow, the main obvious issue is that the services, hospitals, schools and so on can't all be exported to remote communities as this would be economically and socially totally out of question. More appropriately, these remote communites and espectially the children need to get and education in order to integrate and become productive members of our society just like everyone else. This means that integration and eduction, housing and access to services must be solved. Finally, no matter what is decided or done, in the end, the people affected need to take responsibility of their own lives, take responsibility for their actions and choices and in terms of the money spent there needs to be accountability for outcomes and a thorough audit of where the money has been spent and how to change things for the better. The indigenous people already have a voice, and that they are currently representing their constituencies in our parliament like any other minister. The voice will do nothing, other then divide us on race, set-up a proposterous treaty between people in Australia and finally it provides inequality between people based on heritage. Bob Hawke is quoted as having said once that anyone who identifies as being an Australian is an Australian and this equality should also be respected in our constitution - not Labor's constitution but the Australian constition that should equally apply to all.

Voting for Constitutional recognition and the Voice is NOT a vote for treaty or truth-telling. If the Voice is created and Treaty and Truth come up to the Government for discussion, then the Voice would, no doubt, provide advice to the Government on these things (which the Government can simply ignore if they wish to). The Voice CANNOT make the Government agree to these things at all. That is the No Campaign's fear mongering. Just like you can stress test a family´s or country´s economy or other functions, you can take an issue and run it through a number of scenarios to see how it actually would function in real life. Thus you can see where the problems would arise and how to overcome them. It can possibly be done in computer simulations or on a smaller scale using a test panel comprising of a number of those who possibly would sit in the final Voice. Really interesting results would come from parallel test panels dealing with same questions: would they come up with the same conclusion/solution? Also, I´m not sure I have seen any "technical" description on how the Voice is assembled. Through local elections every year/other period, how many would sit in it, when/where/how often would they meet? You say you are an immigrant, so you may not be familiar with Referendums in Australia. Referendums are about the concept. Details are always determined after a successful Referendum. (This is partly to stop the vote from being bogged-down in the detail - such as "where will they meet" and "how often" - as this level of detail has no real bearing on the concept being voted on. Having said that, the Government has published a number of Voice Principles which will be incorporated into the legislation after a successful Referendum. This channel does not like URLs but you can search for the "Voice Principles" and you will find them. Also, it is worth remembering that the proposed Constitutional change will, at best, affect just 3% of the population (being the Aboriginal & Torres Strait Islander peoples - no-one else will be affected by this change.
