Im Jordanian citizenship and i get this visa(NZETA) and its said( its allowed me to enter new zealand thru cruize ship or transit, to and from Australia). Your visa conditions is clearly specific on the country you can transit to from NZ. If that country wasn’t specified, then you probably could be able to transit directly from NZ to Cook Islands. But with these conditions, I can’t say if you can transit directly from NZ to there

NZ is lovely, Canada is lovely. Why do you want to move out of Canada? why New Zealand? What are the benefits of New Zealand over Canada and vice versa? In summary, reflect on the pros and cons. It is a personal decision only you can make. You can visit NZ to experience the country which may help you decide.
