No capitano being weakened is separate, neither of them went 100% In their first fight due to casualties. Mavuika is talking about her full power against current capitano’s full power, as she herself stated in the depowered state she’s much weaker than a god meaning she can’t really stand against him. Which would put prime capitano above him currently and mavuika, but that’s long in the past. He might regain his lost power as his has seemingly a extremely powerful foe he has to face later on

@@Satellit3 there's a similar feel with Neuvillette and some abyss related things. A full power dragon sovereign is stronger than an archon but he was introduced at barely past half the plot... This means that there are characters even stronger than the very embodiment of an element which are yet to be introduced as he wasn't even the top dragon sovereign since they're said to have had a king and it seems characters such as Childe's master's are already on a similar level. Whatever lies at the end is probably Universal level.

Now I’m really excited to see Traveler meet Pierro (and Columbina if on the off-chance she too has Khaenrian connections). Also it is pretty surprising that Capitano wasn’t the Blood-Stained Knight. Even more surprising that, for someone who is ranked 1st among Harbingers, Capitano was still weaker than Mavuika. Now I’m curious how strong Pierro, Columbina, and Dottore really are compared to the other Archons. Dottore could overpower Nahida, but what about someone like Ei, Zhongli, Neuvilette, or Mavuika? And what about Columbina and Pierro?
