They weren’t trying to physically contain him though. All it was meant to be was a stage. (In my opinion, to perform a test and see whether he woke up with everything he went to sleep with. They gave him a very specific clue he would need to have his original memories to realize was a ruse. And he did.) I don’t think they ever planned on containing him, you’ll notice no one really tries to stop him from leaving the building or anything, the gun guys don’t chase him and the other people in the building don’t seem too worried about him running out into the street either.
